Change Energy’s Cross-Canada Partnerships Deliver Significant Municipal CNG Transit Projects | Change Energy

High-performing partnerships are becoming increasingly important in the delivery of major CNG infrastructure projects. More than ever, this is the case for capital-intensive Municipal projects with their inherent layers of responsibilities, procedures, and their accountabilities to a tax-paying public.

Working with Union Gas Limited, Change Energy planned and designed a newly equipped facility for the City of Hamilton’s Hamilton Street Railway (HSR). Having first introduced CNG buses to their fleet in the 1980’s by working with Union Gas, it became clear to the City of Hamilton around 2013 that extensive retrofitting was required for the existing facility. Faced with the decision on whether or not to continue with CNG fuelled buses, Hamilton engaged a Union Gas – Change Energy team to undertake the necessary modelling and assessment of Hamilton’s needs today and into the future. The result was a solid business case for making this new capital investment, and a subsequent design-build project completed in 2015 that furthers HSR’s distinction of having the longest continuously operating CNG bus fleet in Canada today.

Another key Canadian project – this time a greenfield CNG facility – will ultimately serve over 400 buses when it is completed in 2019, representing today’s most significant commitment to CNG-fuelled public transportation in the country. This project is a prime example of a 3P project bringing together public and private support for a municipal transit project. Change Energy was engaged as the project’s CNG Fuelling Specialist, as part of a select bridging team specialized in transit projects, to bring this project to its current construction-ready stage. Again, this integral role called on the company’s expertise in modelling and analysis to optimize the facility’s conceptual design and provide the needed assurance in procuring the preferred private sector partner that will go on to finance, design, construct and operate this facility.
